A major political story broke late this afternoon as the San Francisco Chronicle published detailed allegations from a former staffer against Rep. Eric Swalwell, a leading candidate for governor of California.

What The Former Staffer Is Alleging
According to the Chronicle, a woman who worked for nearly two years for Swalwell, beginning in 2019 when she was 21, says she had sexual encounters with him while he was her boss.
She further alleges that on two occasions, years apart, he sexually assaulted her when she was too intoxicated to consent.
The woman says that within weeks of being hired in Swalwell’s district office in Castro Valley, he began pursuing her through Snapchat, sending images of his genitals and requesting nude photos in return.
The relationship, as she describes it, escalated quickly. In one instance, she said that while she was driving him to an event, he exposed himself and asked her to perform oral sex. She said she began to comply in a parking lot but stopped out of fear of being seen.
She also described an incident in September 2019 after a night of drinking. She said she became so intoxicated that she does not remember how she left a restaurant and woke up the next morning naked in Swalwell’s hotel bed, feeling the effects of vaginal intercourse. At the time, she told the Chronicle, she tried to convince herself she had been “an equal party in it,” but later came to see the encounter differently.
Allegations Of A Second Incident In 2024
The former staffer said a second incident took place in April 2024 at a charity gala in New York, years after she had left Swalwell’s office.
She said they met for drinks after the event, and that she became severely intoxicated. Her recollection of the night is fragmented, but includes being in Swalwell’s hotel room, him on top of her, her pushing him away, and telling him “no” while he allegedly forced himself on her.
In text messages sent to a friend three days later, reviewed by the Chronicle, she wrote that she had “blacked out” but woke up during the encounter and told him to stop.
The Chronicle reports that both a friend and her then-boyfriend corroborated her condition the following day. Her then-boyfriend said she appeared disoriented and urged her to report the incident to police.
Medical records reviewed by the Chronicle show that she sought pregnancy and STD testing about a week later.
The woman said she did not go to authorities because she feared she would not be believed and was concerned about the personal and professional consequences of coming forward.
Details Of Communication And Aftermath
The former staffer told the Chronicle that after the 2024 incident, Swalwell sent her messages on Snapchat suggesting the encounter had been consensual and urging silence.
In messages to a friend reviewed by the Chronicle, she said he referenced the earlier encounter and implied she had not remembered that one either.
She said she understood this as an attempt to frame both encounters as consensual.
She also told the Chronicle that after the 2024 incident, she asked him whether he had ejaculated inside her, and he responded that he had undergone a vasectomy.
The woman said she maintained some contact with Swalwell after leaving his office, in part to protect her career, and that she feared speaking out because of his position and influence.
Swalwell’s Response And Legal Threat
Swalwell did not address the specific allegations in detail but issued a statement categorically denying them.
“These allegations are false and come on the eve of an election against the frontrunner for governor,” he said. He added that he has “always protected women” and would defend himself with facts and, if necessary, legal action.
His attorney sent a cease-and-desist letter to the woman accusing her of making false statements and threatening to sue if she did not retract her claims.
The letter also argued that her past conduct, including maintaining contact with Swalwell and using him as a professional reference, undermines her credibility.
The woman’s attorney responded that her statements are “100% factually accurate” and that she will not withdraw them.
Context And Timeline
The Chronicle reports that rumors of misconduct involving Swalwell had circulated online in recent weeks, though without specific evidence. Swalwell publicly denied those claims, stating that he had never behaved inappropriately toward or slept with female staffers.
The publication also reports that the woman began speaking with a Chronicle reporter last month as those rumors gained traction, and said she felt compelled to come forward because she believed the public had a right to know.

Swalwell’s campaign also pointed to a friend who attended the same 2024 gala, who confirmed being with Swalwell earlier in the evening but said he left before the timeframe in which the woman said the alleged assault occurred.
